It doesn't matter if you're developing in Java, C++, PHP or even Python, Eclipse might just be the development environment you're looking for.
If you're running linux (I'm running Ubuntu for my linux box), then take a look at Eclipse. It integrates nicely with GCC and GDB and Java (and even PHP). It has a nice graphical interface, managed or unmanaged make files and a GUI debugger. It's a sweet suite, especially considering the price:

If you're running Ubuntu, you need gcc, gdb, eclipse and eclipse cdt (for c++ dev). It's all available under the package manager.
